Seeking advice on what to do

Just moved to this house in early April.

Edit : I’m northeast USA

Have two trees in the back yard. One began sprouting fairly quickly and this guy did not. At first I thought to give it some time before worrying about it. But now it’s 7 weeks later and still looks like this.

I am brand new to this group and have no idea on what I could do to save or remove and start new.
