Rice paper/waterslide/vellum?

I’m a crafter who’s looking to purchase a printer to help me create. I’m looking to print original color images (not photo quality) onto rice paper, waterslide, or vellum media.

So far my research leans me towards laser for withlasting any moisture. However, it stops there. I’m overwhelmed with options, features, toner refill cost, etc.

My print volume will be low- at least what I expect. I need something with a feeder tray since a regular tray will not feed special media. I do need a high quality image (I guess high PPI) but do not need photo print quality. I’d prefer toner cartridges over any kind of ink tank.

I would like wireless, AI, touch screen, and perhaps all in one that would at least allow scanning. Copies/fax not necessary.

Any opinions?

My search so far has landed me about here:
