How are people preparing their plots for next year if we have the same hot dry summer again?

My plot in the West Midlands is baked hard. It is in the sun all day. Each year I spread as much compost and leaf mould on the soil as I can make but this isn't rotting down at the moment as also too dry.

Is there much to do now or wait until next spring and see the situation then?
