For J-1 IMGs: how important is it to train in the state/region where you may want your Conrad 30 waiver job later?

Does local residency networking meaningfully help with waiver jobs, or are most jobs found nationally through recruiters/job boards anyway?

Trying to figure out whether residency city/state should factor into strategy.
