Death is by far the most powerful horseman and I genuinely think he would give Samael a run for his money, but War is maybe a tier below. Could he beat Samael?
I was an ADHD mess with little focus, and now 15 years later, I decided to play the game again and all I can say is kudos 15 year old me. I am kind of breezing through the game now, but still, I am impressed with my teen nerd self.
This opinion written below is coming from a massive Levan fan.
Assuming their match is set for December, if Devon goes down in weight to face Matyushenko in september, then the declined humerus rule should be temporarily reverted to even the odds of Devon vs Levan 3.0.
By cutting weight so close to his December match for Matyushenko, Devon will be at a disadvantage against Levan, because in order to bulk up in such a short timeframe, the prep is going to be extremely hard on his body. However, if Devon is allowed to drop his humerus below pad level in the match, they will both be given a sort of equalizer to make it somewhat fair.
If Devon postpones his match with Matyushenko, then the Levan match won't be as unfair towards himself. Assuming he starts his camp and bulk by early August he may reach his strongest shape by December and I am assuming Levan will start his camp at around the same time.
I might be completely wrong regarding this topic, but hear me out:
Levan was able to ignore the consequences of juicing more than maybe anyone else on the planet for quite a few years. But IMO, at some point in recent times, Levan must have realised the amount of gear he is taking might be robbing him of the ability to start a family. He has been married for 2 years already and he is 36 years old, the window to start that family is not everlasting, specially for someone who sacrificed their body this badly for the number 1 spot.
The way I see it, he is probably wondering if he should retire as he is set for life, but at the same time he has a massive ego and doesn't want to forfeit the crown, so he keeps egging us on that he will eventually have a match against a "worthy" opponent, postponing it for as long as possible, pushing back the next big cycle as much as he can.
If I am right, then he can't have it both ways, either he starts a family or he is the champion.

Devon and Davit are 2 wild cards because they stepped out of the game, but both could be as high as number 4 or even 3.

I know earning money is important, but Morozov should really focus on healing.
