First time getting an order to PSA. Grades reveal today, got 2 10s. One of them is valued over my $1,000 insurance for value max. But never received a surcharge. Is that normal?

Looks like my cards are in the assembly phase of PSA. Which is after the grading phase. I paid for value max which has a $1,000 insured value. 1 of my cards would be worth over $1,000 if it 10s. If I did not receive an email about the surcharge, does that mean it didn’t 10? Or does the email come right before delivery?
