Is there actually any way to explore new Austin as Arthur?

I can ride a covered wagon into the territory but as soon as I do I'm swarmed by multiple groups of bounty hunters or sheriffs or whoever the hell they are and I'm just running for my life or fighting for my life.

I can kill about 30 of them before they take me down but they just keep on coming. I'm trying to do the quests for the herbs and animals in that territory but I don't think there's actually any way to do it but I could be wrong.

Is there actually any way to do that or are you just able to dash through the territory in a wagon until you plat as John?

It's tedious but the most annoying things are hitting on a four-card 18 and hearing Arthur let out a gasp of frustration when he busts, seeing another player get a 5 card hand, and getting dealt a 2/3 but the dealer deals himself blackjack.
