Coop Observation Duty style game issues and need help to solve. Is this an inherit flaw with this type of game or part of the game design and accept it?

The Issue :

  • Play testing a Coop Observation Duty style game and at first player playing as I intended where everyone comparing and debating what changed on all the cameras, but then I notice they form a meta of some sort.
  • So they divide up the labor saying player 1 only focus on camera 1-2, player 2 only focus on camera 3-4, and so on ...
  • And it's clever and they win every game now, as instead solo player memorize 5-7 cameras each player only have to memorize 2 cameras.
  • Is this what they mean players optimizing the fun out of the game?
  • I thought about number of camera / rooms scale with number of players like 1 player only 5 cameras, and if 3 players then 15 cameras. But I realized that with this method or the default game are the same as everyone is just playing their own pseudo solo game and not the core issue of playing the intended way I want as everyone memorize everything and debating.

The inspiration:

  • The inspiration of the game design came from streamers playing the game solo and having viewers help them memorize the debate, but then I realize streamers can have viewers organize to only focus only on one specific room if try hard (ignore that viewers can screen shot)

Asking for advice:

  • So asking the community how to solve this? As is this an inherit flaw with this type of game or part of the game design and accept it (like people divide up the labor and play their own solo games)?
