I'm really at a loss at what could be causing this. I'm allowed to drag to move + other features that use drag, but only for reordering layers does it seem to glitch like this. It won't work on incognito/chrome profiles that have no extentions. Using cntrl+]/[ works, but the smooth experience of being able to drag layers is something really upsetting to not have. It also worked for a couple seconds after I finished recording this, but then stopped working after a couple seconds??? I tried to recreate it, but couldn't.
