Why Does LinkedIn Limit you to 5 Passkeys?

From LinkedIn Help:

"You can set up a passkey on any of your devices. You may create up to 5 different passkeys for your LinkedIn account. Please note you may not see Create a passkey option if your device's operating version is not up-to-date, if you have reached the 5 passkey limit, or if the feature is not available."

I'll also note that the help article is at least 2 years old.

Why would there be a 5 device limit?

I live in a 2-party consent state, meaning both parties on a phone call have to be aware of and give consent to the recording of a call.

I recently had to fix a problem I was having with a state government agency that owes me 5 figures (NOT a company) and the only way to do it was via a phone call, the problem could not be solved via the state-operated web site, it could not be solved in-person, it could not be solved by mail or fax.

When the call started, the service agent did the whole, "This call will be recorded for quality and training purposes" and I said, "Oh, OK, then I'll record the call too." and the person I was talking to, and later, their supervisor both told me that I was not allowed to record the call and if I recorded the call, it was a crime, because they do not allow recordings. I asked if I could get a copy of the recording, and they said no.

My question is simple:

I can't "consent" in any meaningful way when there is no alternative communications option, so why can they say, "We will record this call and you must give consent or we won't continue the call, but you're not allowed to record the call."

Edit: Emphasis that this was a call with a state government agency, there is money involved, and that they told me the call will be recorded - not "may be" "will be."
