Why do the enemies in Hell have an angelic appearance?

I've always been incredibly curious about the meaning behind this in Cave Story. Why do the enemies in Hell look like angels, especially the blood-covered angels that appear during Ballos' final phase?

Is there some deeper symbolism or hidden meaning behind their design? The fact that they look like angels despite appearing in a place literally called Hell feels very intentional to me.

Why are there angels in Hell? Is there any known explanation or theory about what Pixel was trying to convey with these designs?
