Lin Tse-Hsu said at the dawn of the Opium War that British soldiers were impeded in fighting because they wore pants. Was this purely rhetoric or did he not understand this article of clothing?

As above. Was this a legitimate belief or just bluster? Do we have much understanding about what the Qing Chinese thought about pants in general?
