Middle grade novel about a troubled kid and a MC who learns more about where this boy is coming from. Not Scrawl, but similar to it

From what I remember, it's about two kids in upper elementary school. One is a boy in old clothes, rough around the edges, gets into trouble a lot and winds up in detention. The other character (I think is a girl) thinks of this kid only as a bully. Somehow, she finds out that he's poor in a terrible living situation, (I remember he lives in a trailer, I think) and that gives her a new perspective.

It was a class read aloud when I was in 4th or 5th grade, so around the year 2000. I can't remember if it was a *new* book at the time, but i remember it felt contemporary. Nothing about the setting was foreign to my 10 year old brain.
