Seele so far is the only character who didn't get a rerun/ wasn't added to the shop after a Novaflare
Now that banners for 4.4 are revealed, I think it's safe to say this.
Welt and HuoHuo are both in the shop. Everyone else got a rerun at the same patch or a patch after a novaflare. Except for Seele. Which means the devs buffed her, but didn't give us a way to get her for guaranteed. I know she's on a 50/50 loss pull, but there's no guarantee for her.
That makes me wonder. Are devs cooking something with her (cope) or did they just forget?
