
Gifted a 10'' Meade Starfinder with a (Powered?) German Equatorial Mount?

This is my second telescope that I have been given by my clients, different client but the first one was a dobsonian 8 inch.
It came with an electronic focuser, not sure what brand or anything, I believe it's called JMJ but I have some questions about the power cord attached to the heavy German Equatorial Mount.
Here is the mount with the telescope mounted. If you notice it has a power cord attached to it.
I found the manual for this particular mount, and my client had a hand controller, as well as a controller for the focuser. I figured out how to work the focuser, which is a little slow - but it works fine. But the mount I am super confused on.
The manual states that there will be a control panel if the Magellan I Computer is purchased - it doesn't have the control panel - so what is the power for? Is it used to move the same speed as the Earth to track objects if it is properly aligned etc? I plugged it in, the motor makes noise, but I do not see the telescope move at all.
I am curious if there is something at all that I might be missing. I have attached all of the hand controllers and accessories that I was given, I am just curious how do I control the mount? Or why did my client buy these hand controllers if they don't even go to this mount? I'm almost certain what I said above is correct, that all the motor does for the mount is tracks the speed of the earth so it can follow objects in the night sky. But, it does not seem to be working. Any ideas on how to check if it is working or what do to do to get it working? It's a really smooth mount, a bit heavy and cumbersome, I could still definitely use it but it would be nice for it to work correctly.
