Scale not moving

Hello,
I am struggling a little in the weight loss area. Since February I have been eating meal preps all measured and portioned and working out twice a day, at least 5 days a week(1hr of incline walking during my lunch hour and then after work weight training and another hr of cardio on the seated bike or incline treadmill) but I have only lost 11 lbs so far. Through out this process I’ve had only had 3 times where I went off plan which was a concert & birthday events. I know ppl say to pay attention to your body more than the scale but honestly I don’t see much of a difference in fat loss only in the muscles on arms really. I don’t plan on stopping exercising and eating right but I will admit it is a bit discouraging. Does anyone have any tips on how to break. For reference I’m 6’1, 270 lbs as of this mornings weigh in, eating 2000 cals this meal prep. I’m a little worried that maybe I’m not eating enough? I’m not sure
