I'm struggling to find the best workflow for intensive blurring that has to be done before the grading, because the films have to run through legal approval with the blur sitting on the images. After grading there is not enough time left before delivery. I could use Premiere or Davinci. At the moment the only thing that comes to mind is for Premiere: blur everything -> copy attributes and paste them on every clip on the scene detected, graded mixdown, what would be a pain in the ass.

I tried to copy paste the blur effect of the clip onto an ajustmentlayer but it seems like the opacity of that looks different then the blur on the clip.

Is there an easier option, maybe in davinci?
