Can AL DMs use Weapon Masteries with NPCs in AL adventures written prior to the 2024 rules?
A lot of the NPCs in the older modules seem weak compared to their 2024 counterparts. Are we allowed to have them use abilities from the 2024 rules, particularly weapon masteries, if they would get them in the 2024 rules?
