Northern Germany in the parking lot of a clinic property. I've got four of these Italian oaks, each in similar conditions (small grassy area where the stem is, all close to designated smoking areas), as far as I know, none recieve additional watering other than what falls from the sky; this is the only dead one. It has big areas in the branches that are missing bark, the stem isn't in as bad condition as the branches. I'm wondering if this is more likely a fungus (no signs of fruiting bodies) or an insect (the holes in the branches may just be secondary to whatever caused the issue in the first place). I'm very appreciative of any help and I'm willing to answer any further questions.
