Why do some people have very low ranks but clearly are not new players. Can you reset your rank?

It kind of blows my mind how many top rank players that have low game IQ. For example just standing there trying to shoot someone from miles away whilst the blue zone closes in and another team slowly closes in and takes good positioning so that you literally have the smallest percentage of ever surviving. Just for one example.

I’ve been working as an agency drivers mate for two years for DHL and I’m happy working there. I’m earning 15.30 a hour and I usually get consistent work. The management are very happy with me and offered me a contract. I really want it but I wasn’t in the best place in life mentally for a long time and had a very troubled childhood coming from a broken family where many of my family members have issues and no one speaks to each other. This led me to gaining many convictions and prisons sentences and arrests from violence to drugs. I probably won’t get the contacted job after they find out about my long string of convictions. Times like this are hard because no matter how much I change i can’t escape my past and be given a fair chance.
