I've opened my pool and there is some brown and black dirt above the water line. What is the best pool cleaner solution to buy that won't ruin the liner?

Does anyone have the Vinyl Works SLD Snap Lock Resin In Pool Deck Ladder from the Pool Factory? I got mine installed but it seems really flimsy in the water. Is anyone else's ladder feel flimsy and kinda sways back and forth?
