I got an application email from IBEW

So, I Live in Florida I've been in the trade for roughly 8 years. I had sent my information to the IBEW almost a year ago and they recently got back to me. What I am confused about is within the email it was saying that I'd start off as a licensed J man at $27 per hour. Is this common in the IBEW? Im currently making $40 an hour as an eletrical forman full benefits. I really dont care about the pension since I have a roth IRA thats doing very well. What im trying to understand is what is the actual incentive to join?

I originally sent them my info under the impression that I could get better pay and benefits but after receiving the email it doesn't seem that way. Is this just cause I live in Florida, or is this common in the IBEW to have such low pay?
