Toilet filling slow, now not at all

Okay, so for awhile the toilet tank has been filling very slow. I think, at least a minimum of 30 minutes, I don't remember. But now the last week or 2, it hasn't been filling at all.

I finally managed to get the cap off the fill valve to try and flush it. I turned the water back on, and nothing happened.

I just have no more ideas. I've tried wiggling and moving the float up and down. It moves, but nothing happens when I do that either. There's a divider between the 2 sides, and the left side with the fill valve does have some water in it if that means anything.
