Getting callsign from a different country

I am from a country where amateur radio doesn't exist, although there is an amateur radio society there, but it seems that the society is ineffective.

Anyway, I live in a different country and I tried to get a call sign from this country, but the laws in this country prevent non-citizens from obtaining a call sign and a permit to purchase equipment and transmit unless I have a call sign from a different country, then they allow me to do so.

So, is there a way to get a call sign by any means from one of the societies in one of the countries via Internet ( online ) without visiting the society?

I asked someone in one of the countries and he told me I could visit them then take a exam, and i call sign from them but its hard for me to travel

Can i build FM receiver on a breadboard ?

I have some basic knowledge of electronics and radio, but I'm trying to apply what I've learned practically. I'm currently trying to build an FM receiver on a breadboard because I'm not skilled in soldering. I've tried building an FM receiver on a breadboard several times before, but each time the sound is very weak and distorted. Each time, I try to improve the design and reduce the noise using smoothing capacitors and an LM386 amplifier. I also try to shorten the wires as much as possible, or even avoid using wires altogether. The designs are good; I use BF199 transistors, a 30pΩ variable capacitor, and filtering capacitors, but it's all to no avail. The result is always very poor. I researched the cause and discovered it's due to the breadboard itself. Is there a solution to avoid or significantly reduce this distortion?
