Can (not should) I tile over linoleum?

I know I shouldn’t. But this is very thin linoleum over solid af concrete and it’s absolutely bonded with some kind of mastic. About 400 sq ft. I highly suspect asbestos, and these are friends of mine on a budget. They tried using a heat gun and got about 1 square foot off in an afternoon before they called me.

I’m not asking what we should do, I already know that. I’m asking what would happen if we did tile over it. What would be the failure point? And if so what would be the process to offset that failure as long as possible? And how many years would you give it?

My initial thoughts were clean it, score it, then send it.
