Has anyone found out who was doing it to them and confronted them?

Was anyone told who and how it was occuring?

Has anyone received a judgement in their favor in courts?

Has anyone had law enforcement successfully acknowledge it?

I am looking for a live audio and video feed in Western New York. The signal is most likely clouded by a bunch of noise and on a band that is not common use for typical SDR enthusiasts. I was wondering if you had any hardware/software recommendations to pull a live video stream. I was looking into HackRF and GNU Radio. Is there anything better that is not extremely expensive?
