I keep seeing people asking "is X amount of hours good for my rank?".

Firstly, who cares?

But secondly, hours as just a number mean so little. What matters is how much you grinded in a certain period of time. Playing 3k hours since 2015 with some spurts here and there will absolutely get you nowhere rank wise. Playing 1k hours in a few months is the way that people get seemingly unattainable ranks for you.

If you don't want to or can't no life the game for absurd periods of time, just accept your rank and live happily knowing that such is life.

Of course we all have our natural limits and strengths, but what really makes the difference is circumstantial limits and personal values.
