'Entitled to funds from below flat'
In the process of buying my first flat, and I've been asking about the service charge and planned work for the property. The estate agent has said there is no planned work, but that I will be responsible for roof repairs. Not very forthcoming about the service charge as it's calculated yearly, but they 'can't provide previous years charge because it was included in tenants rent'.
She said I will be 'entitled to funds from below flat' if any repairs need carrying out on the roof - how would someone even go about doing this?
It's a little concerning because I worry that the people below could refuse to contribute, and I'm not sure how I would even go about asking them to?
Am I being paranoid or does this all feel a bit odd?
