I see a dog at my in-law’s neighbor’s in a terrible state. Each time I see her she looks visibly worse than the last time. Yesterday I saw her literally crawling and dragging her back legs and that was painful to see. My in-laws said the neighbors will put her to sleep at the end of the year. So she has to go through another 6 months of pain.

Is it a good idea to report this anonymously or it’s going to be a waste of time and energy? My Portuguese is still not good so I can’t report in Portuguese unfortunately.
