fallout 4 dogmeat cigar bug

on the quest where you search for kelogg, when i give dogmeat the cigar, instead of going to fort hagan, he instead decides to run back up north back to red rocket and aimlessly wander around. is there any way to fix this or advance the quest another way?? i tried to look on the wiki and online and found nothing so this is my last resort
