Can I get civil penalty discharged?
Long story short, i screwed up when I was younger back in 2004, had dispute when selling something online. Attorney General got involved and owed 18k in fines and penalty. One of the injunction, was i couldnt sell anything else online. Fast forward 2009, got caught from a complaint and consumer protection division hammered me. I didnt go to court as i had problems going on. I didnt expect the penalty to be a whopping 170k. I didnt realize back then how serious it was. I spent years bouncing from job to job getting garnished to pay that 18k.
Fast forward today, the maryland central collection unit wants that 170k paid, and i tried to ask for a payment plan but they want 20% up front which is 36,000k. Which obviously i dont have.
I have an appointment next month for consultation, but i dont even know if that debt can be discharged.
