Medical specialist refusing to provide copy of report letter

TLDR; medical specialist practice manager refusing to provide a copy of a report from another specialist they referred me to.

I’ve been seeing a specialist who then referred me to another specialist for some specific testing earlier this year. That second specialist emailed me the actual test data/results (which didn’t mean much) but not the formal letter/report with his findings (that was sent to my original specialist who referred me and who also has not followed up with me since). I needed a copy of the letter for myself (I have complex health issues and see a lot of specialists), plus I needed a copy sent to my dietician.

When I emailed the specialist who performed the tests for a copy, they told me to contact the referring specialist. I contacted them and they refused to send it either to myself or my dietician, claiming they weren’t allowed to release any reports from other specialists due to “privacy laws”. I argued that this was incorrect and I then sent an email formally requesting the letter. I got no reply so went in person and requested again and told them I was within my rights to ask for a copy for both myself and my dietician. I get home, the practice manager I spoke to has emailed asking me to put the request in writing (!!) so I forwarded her my original request and requested again. I’ve since emailed a third time with still no response. The fanatical gatekeeping of my own personal medical information is mind blowing. At this point, I feel like the practice manager is deliberately being painful. What avenues are available for obtaining this information? Thanks.
