I am looking for a mod to control Bandits, with Corsairs in particular.

I am playing on the ROT mod and have a 'kingdom', around Slaver's bay. 5 towns surrounding a bay all in extremely close proximity. The kingdom has the coast guard edict and yet the bay in between at any one point has between 10 and 15 parties of Corsairs. Even after I wipe them all out, 2 days later, back in full force. And what good are coast guard parties? 1 ship with 40 people vs atleast 3 parties at any time, each with 3 ships and 60 people.....

So any mod, controlling the bandits (sea orientated in particular) is welcome. The inverse (buffing coast guards) is also welcome.
