help with picture framing

I realized I made a dumb mistake after the fact. First timer so take it easy on me.

I realized that blocking is sufficient for the picture frame but the gaps leave nothing for the field boards to attach too ( I know). I was thinking of running a joist that could take care of both needs but I would rather leave that 90 in. With three lags on the outside of that, is that 90 bracket over kill? Can I attach a joist hanger to a 4x4 corner post?

Anyone else think this is over blown and unnecessary? Or is it because the pressure treated stuff these days doesn't hold up as well as the older stuff?

I just tore out a deck that was built in the 70s, there's zero rot in the joists but the hangers had almost completely rusted out.

How can joist tape be so crucial now?
