8 y/o German Shepherd suddenly EXTREMELY itchy — chewing hair off near tail/base + sides, no fleas. Need guidance.

I live in the Houston TX area - and this spring he started having a LOT of itching, and has progressively gotten worse.

He is chewing his hair off the top of his hind-end (near top of tail) and recently a little on his sides. He is constantly scratching - and I mean EVERYWHERE, and I don't know what to do for him.

PLEASE NOTE the following: No fleas. I made his food for 8 weeks all organic with no change. Vet visitSSSS. Cytopoint shots. Supplements that were 'praised' to help. Specialty shampooSSS, sprays....NOTHING has changed.

He seems really down. Any help would be more than appreciated. He is such an amazing dog - and I'm at a loss and heartbroken. I need real help and guidance please.
