Civil guard m24

What else can you guys tell me about this civil guard m24? I believe the 48 is the serial number that the finnish army must have given to it, though with that being said it doesn't have a finnish army stamp. Has the German made bohler stahl stepped barrel and a srubbed receiver tang. Not sure what the number on the top of the receiver is, maybe the civil guard district number? Appears to have maybe someone's initials carved into the stock along with plenty of battle scars. Definitely a very interesting/cool piece, any info is much appreciated. Thanks.
