Walmart layoff - H-1B visa workers doing outside job/commercial activities are spared while hard working US workers laid off

At the same time, I know one Walmart technical worker on H-1B visa who is indulged in all sort of commercial and for-profit activities. In fact he is running a whatsapp group where he is administrator via which he is solicitates IT contractors to get into Walmart for various consulting companies. Once those are placed, on the hourly basis, the money goes to his pocket.

Several such illegal whatsapp groups are in place where specific states in India folks are offering jobs to others from the same state. These jobs never make way to any job portal sometimes(like no serious effort to hire US Worker as there is no intent also to hire US Worker). Don't know how many US workers are deprived of job opportunities due to these kind of social media based job advertising?

This Walmart technical worker on H-1B visa is also running another whatsapp group with more than 1000+ members where various commercial events are arranged with tickets. With the sale of tickets money goes into his pocket. There are various sponsors who are also getting benefitted.

While other hard working US Workers in Walmart are getting laid off, this H-1B visa worker is proudly working during business hours for these commercial activities which are definitely not part of his day to day job at Walmart(or mentioned in LCA-Labor condition Application)

Walmart allows IT associates to work 2 days from home. This H-1B visa worker is working thru those days(remote work days or work from home days) for these commercial activities. Even during the days - when he is going to Walmart office - there are good number of messages from his side for these commercial activities. Either Walmart has very relaxed work culture(may be just 2 or 3 hours of work every week) Or this person is super smart/efficient(which doesn't seems to be case).

While somebody is on H-1B visa they should not be indulged in any outside commercial activities via which they can make money(not explicitly mentioned in LCA)-this person is simply an exception. Gross violation of H-1B visa rules.

Good number of Employers nowadays ask each and every employee to fully disclose any other outside activities(even volunteer) so that they can figure out conflict of interest. I have no idea why Big Corporation like Walmart is not even having the very basic framework in place to have this kind of checks and balances?

Some H-1B just want to make as much money as possible(legal or illegal way). If caught then happily want to go back.

Frontlobby Premium is almost $240 per year for 20 units. Nothing for small time landlords. Is there some service or app like this where one can report on time/late or no rent payment of the tenants(current or former) to all the 3 credit bureau? I also don't want to pay this high. Frontlobby charges almost $100 for past debt reporting. One has to have full legal name and DOB to report anything.
