Do I need to cut down my 30 m birch?

Hello beloved Arborists,

I've got an 80 year old birch in my garden. We had an arborist over last year to cut it, since rotten branches startet falling quite frequently. He told us the tree is fine. This year a woodpecker got all haywire, made several large holes and startet nesting in one. As I understand it, they only do this in soft / rotten wood. Do I have to get it cut down asap or is this just a sign of age? It's very close to the neighbours and leans towards them, making it an additional liability.
