Need advice please 7 month old kitten

Looking for advice. Our 7 month old kitten has had upper respiratory infections 4 times and has struggled to recover after veterinary care. Due to this, her weight and age, she has been unable to get the rabies vaccine. She was receiving a physical examination today due to another cold and was likely going to need antibiotics again. I agreed to blood work and a x-ray so they took her back. She bit the vet for stabbing her with a needle. Keep in mind, she has had shots of antibiotics when she received care the first few times. The vet came to inform me she would need to be quarantined there due to her not being vaccinated yet and being sick. I asked if they would still treat her for the upper respiratory infection and they said no. They will only observe her, feed and water her but nothing else. They then sent in another vet to tell me they were sorry but would not treat her until her quarantine was done. I asked if she could still have her rabies vaccine after this is over because she’s finally older. He said he wasn’t confident because she’s still not big enough yet. Can they legally not treat her for an upper respiratory infection while in quarantine? She’s been an indoor cat since she was 4 weeks old. She has no history of biting and this vet has seen her multiple times along with the other vets from this office.
