NEED HELP ASAP (unsure if its a power supply issue)

My PC had randomly started making a loud buzzing scratching sort of noise that just sounded wrong, it wasnt coming from the speakers but was coming from the actual pc its self, i was then having issues turning it off from the power button by holding it down to try and restart it but that wouldnt really work but after a while it did. i then started it up a few times and after around 10 or so seconds it would boot up with a system 32 error and after a little the buzzing scratching noise would come back. i did a small amount of research and instantly came up with i probably shouldnt turn it on anymore at all so i have not touched it in a while.

For context the PC is around 4-5 years old and bought it during lockdown times, so that leads me to believe its a power supply issue, ive also had issue with the PC sometimes just going black and turning off. also when trying to start up the pc before i had the loud buzzing and scratching issue it would come up with an error screen and i would restart the PC then it would boot fine (i genuinely cannot remember what the error was anymore but i believe it was something to do with it not shutting down properly, its nearly been 5 months since ive even touched the pc)

Im really wanting help as im hoping if it is a powersuply issue then maybe i can try and replace it my self and it wont be too costly? but im unsure if that buzzing and scratching noise was the hard drive destroying its self and i dont really know what im in for. if someone can help me out please let me know.
