How likely are police raids/drug tests in serviced apartments in HCMC lately?

I’ve been reading a lot of news lately about the strict, ongoing anti-drug campaigns in HCMC. It seems like authorities are stepping up crackdowns big time, and it's not just bars, clubs, or lounges anymore—I’ve read about random inspections expanding to residential areas (nhà trọ), complexes, and serviced apartments.
Here is my situation: My fiancé is coming to visit me in HCMC this June. He’s a heavy weed smoker back home. We are absolutely not stupid—we have zero intention of buying or using anything while he’s here, we aren't going to sketchy places, we don't party, and we won’t be playing loud music. We just want a quiet, peaceful holiday together in a serviced apartment.
However, I’m getting major anxiety about the possibility of a middle-of-the-night administrative check. I know THC stays in the system for weeks/months, so if they randomly forced a urine test on him, he’d definitely pop positive even if he hasn't touched it since landing.
1. What are the actual odds of police knocking on the door and demanding a drg test?
2. How likely is a midnight khai báo lưu trú (temporary residence) check? I have American friends whose apartment got checked twice in a little over a year, so it definitely happens, but is it becoming a nightly reality with these new campaigns?
Do they actually use khai báo lưu trú checks as an excuse to drug test regular residents/tourists?
I really want him to have a great trip, but this is making me paranoid. Would appreciate any insights, reality checks, or recent experiences from foreigners staying in Vietnam. Thanks
