Is this character being saved for the game against Germany?
We know the author loves to draw parallels during matches, to illustrate the flaw in the losing players mentality.
Bachira who used to be co-dependent ended Nagi's career, Naruhaya lost by only copying the surface layer of Isagi's direct shot, and both Kaiser and Rin lost against Isagi because they were too fixated on their emotional attachments. Rin with destroying Isagi and Kaiser holding his identity of being superior to Ness.
Ness in particular is very similar to Kunigami.
Ness had abandoned his original desire to create a magical style of football, out of despair when he couldn't make it onto the team. Over compensating by becoming Kaisers personal servant.
Kunigami did the same, and totally abandoned his ego of becoming a hero through soccer; in favor of fulfilling ego's goal to create a copy of Noel Noa. Again, believing his original desires weren't enough.
I think a flaw with this idea though is, Ness and Kunigami don't have any emotional ties to each other to draw out an awakening.
