Need help with Certificate of Qualification

I'm an aircraft mechanic and my NOC falls under the trade categories. However, my job is Federal regulate and my License was issued by Federal. When I'm filling my profile, there's only Provincial or Territory of issuance. I wonder what to put in that part. Have anyone had the same experience and could guide me through this?TIA
