How far could this go?

I work for a large corporation. One of my colleagues shared with me that they had informed a manager about a medical condition, and would obviously need a short period of time off. That manager, went to my colleagues Team Leader, and shared that information, without permission, just said a casual "hope you don't mind, but I told so and so". Due to the nature of the medical condition, and the fact it is extremely personal, I feel that my colleague is within their rights to bring this up with HR, and take it as far as possible. This manager is extremely unpopular, and under qualified for the job he is doing. My colleague now feels very uncomfortable being in the office at all, and is concerned about who else he may have told. What outcome could my colleague expect? Thank you
