How many of you have access to compensation data by FTE?

My current company views compensation data as extremely confidential at the FTE level, and does not allow this information to be viewed by Finance (essentially only CFO). We are able to see this information at the Cost Center Level, with strict rules around having at least 5 employees in a Cost Center to dilute compensation information. This makes the planning and performance review process extremely difficult, as HR is essentially responsible for this, as well as bonus accruals/true ups throughout the year, etc. They’ve made some pretty big mistakes in the past and we just have limited visibility or ability to cross check their numbers.

Is this common across other companies? My previous employer usually allowed at least one Finance individual to oversee payroll entries/planning etc.
