Title - i wanna know conditions for car modifications unlock. Is it car level or car modifictation or season?

Wheh i opened my account recently i was physically in Vietnam and it seems like game locked me with vietnamese store (store-vn.last-z.com), whenever i'm trying to log-in on official website - they redirect me to that vn version.

The problem for me is that this version doesn't allow to pay with itnernational cards. Did anybody had same problem before? How did you solve it?

PS It have same price for 1k gold, i'm not looking for cheaper alternatives, even tho it would be good as well.

I know it might be stupid but our server currently at S1 (3 heroes released) so we can't make 5x[same faction S heroes] anyway.

My thought is - why not rush Mia first to a 5* and use her in main formation while we unlock new heroes within next months to get her 200% vehicle damage boost? Does anyone remember how much power in arena they got after getting mia to 5* specifically from her global passive skill? Or it would be a complete waste of resources?
