Exterior window caulking

Wood-frame home, 26 years old, western washington. Cedar lap siding, solid cedar trim boards. Milgard vinyl windows. Original caulk DAP Alex Plus. Held up for 10 or 15 years, then started to pull away from vinyl.

After many repeated overlays of more caulk, different brands, etc., last summer I tediously scraped out all old caulk down to bare wood and clean vinyl. And STILL it pulls away over winter.

Tested various caulk brands and can’t get any to stay sealed.
what the heck?

Yesterday I opened some refrigerated paper insert straws from last year’s mason bees. one tube was stuffed with grass, rather than mud. it had two long, golden cocoons, and some dead larva / adult green insects. Anybody else seen this and can you identify them?
