"Safe" Sample Language for Letter of Intent?

As background: I'm a 1099 employee for a government contractor. He's in the process of preparing a proposal and asked me to sign a "letter of commitment" that is kind of oddly written and includes exclusivity. Note: I've been supporting different iterations of this contract (mostly as a w-2 employee of a different company) since about 2011. This version started in 2022. I've been a 1099 employee of his since 2024, when they cut the other company out.

He wants me to sign a letter of commitment that includes exclusivity and also for some reason fails to mention that I am a contractor/consultant (but rather makes it appear that I work for him). He has done the same thing to all of the 1099s. I said I would not sign that but I would sign something that did not have exclusivity in it, and he said he was okay with my changing the language.

What I am very much hoping is that somebody here can give me some sample language. My main priority is to only sign something that allows me to give my resume to other companies that are competing.

When I run this set of circumstances past the AIs, I don't feel like the answers they're giving me are reliable, and they are changing their minds about key issues whenever I question them. I will add that my letter is on his letterhead and addressed both to him and the Agency's Proposal Reviewer.

I am not "key personnel" but I fill a unique niche and hold a lot of institutional knowledge, so I'm pretty sure the competitors would contract me ("as needed basis" is better than nothing).
