Is it normal to provide RAW images if the client plans on using the images for a book/blog or business? Could this potentially damage my own business?

I did a photoshoot for a guy about a month ago. We had lightly discussed that he planned on using the photos for a book/blog and would be using the help of a friend to help him get the photos ready for whatever they have "planned". Anyways, the client signed my contract, that clearly states that I only provide fully edited images, I guess he didnt read the contract before signing. Turns out they want RAW images that his friend will edit as needed. I am not really the biggest fan of this option, I explained that that is not something I do, but I am happy to still work with him and provide fully edited images. He agreed, but then a couple days ago back tracked and is asking for RAWs again and he put me in contact with his buddy. I asked the friend if he could provide a portfolio of his work, and well im still not so sure. I am still fairly new and I feel foolish for not asking more probing questions. But at the same time he has said that this could be an ongoing job.
