Can I still use a DS-160 Application ID to book a visa appointment before actually submitting the form?

I want to lock in a date early and finish the form later, but I've heard embassies are now checking if the ID is "submitted" at the time of booking. Has anyone tried this recently without getting their appointment cancelled?
